The Foundations of Safety Leadership (FSL) topic that was recently added as an elective topic to the 30-hour Construction Outreach course must be taught in its entirety as at least a 2.5 hour topic. This requirement can be found on page 6 of the Outreach Training Program Construction Industry Procedures in Sec IV.B.2.o) which states that the minimum time for this topic is 2.5 hours.

The 2.5 hour time frame (which should be uninterrupted except for break) was determined by the team at CPWR who developed the program. It allows safety and health leaders sufficient time to:

  • Create a respectful and trusting learning environment
  • Conduct ice-breaker exercise(s)
  • Consume new information
  • Self-reflect upon experiences and past practices
  • Relate these experiences to new practices through community conversation
  • Evaluate real-world scenarios using the 5 leadership skills

Any OTPR submission that includes the FSL topic taught in less than the required 2.5 hour time frame does not meet program requirements.

WASHINGTON – The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) is introducing more durable and secure completion cards for its Outreach Training Program, including 10-hour and 30-hour voluntary safety classes. The new cards are intended to reduce fraud and improve efficiency.

December 2014. The Directorate of Training and Education (DTE) has recently revised the “Introduction to OSHA” training materials for the 10- and 30-hour Outreach Training Program classes.  The materials were revised to incorporate the recent changes to the Recordkeeping Standard.  The training materials should be reviewed prior to conducting training and used as a resource in their planning and presentation of the “Introduction to OSHA” mandatory topic. The  revised “Introduction to OSHA” module should be incorporated into trainer classes and Outreach training classes, as soon as possible, but no later than April 1, 2015. Beginning January 1, 2015
 there was be a change to what covered employers are required to report to the Occupational Safety and Health Administration. Employers will now be required to report all work-related fatalities within 8 hours and all in-patient hospitalizations, amputations, and losses of an eye within 24 hours of finding about the incident.

DTE has recently developed PowerPoints for the FY 2013 Most Frequently Cited Violations for the Construction, General, and Maritime industries.   The PowerPoints are located on the OSHA Training and Reference Materials Library Web site at: http://www.osha.gov/dte/library/materials_library.html

Hazard Communication: Workers must be trained by Dec. 1, 2013
OSHA’s updated Hazard Communication Standard provides a common and coherent approach to classifying chemicals and communicating hazard information on labels and safety data sheets. The first deadline in the implementation phase is Dec. 1, 2013, the date by which employers must train workers on the new label elements and safety data sheet.
