The NEW Outreach Card Request Process (as of October 1, 2011).
- We will now be providing the cards to you printed with your name, the students name and the end date of the course on them and we will also be charging $5 per card.
- When you are entering the names of your students it is imperative that you double check the spelling of each name.
- To ensure delivery to you we will be sending your cards by traceable UPS ground shipment. UPS does NOT deliver to PO Boxes; please ensure you are using a street address when requesting cards.
This is the PREFERRED METHOD for requesting cards. If you have less than 3 people or more than 40, you must submit a request for permission to our center. You will also need to use the email submission method available under the menus button ‘Outreach Training Request Forms’.
We have partnered with University of Texas – Arlington (UTA) to provide a web-based process for providing your 10 and 30 hour Outreach Training Cards.
- The following website is the new web-based Outreach Training Portal (OTP) location to request cards: http://outreachportal.com/
- In the brown horizontal banner click on ‘Portal User Guide’. This guide will walk you through how to request your 10 and 30 hour Construction and General Industry Outreach Training Cards.
- At the end of the request you will be required to pay $5 per card by credit card.
If the information on the report is OSHA compliant then you will receive an email when it is approved and we will complete processing the cards. The process for approval can take up to a week.

Introduction to OSHA
This is a new two-hour training component emphasizing workers’ rights. It is required content in every 10- and 30-hour OSHA Construction, General Industry, and Maritime Outreach course. OSHA developed the component in support of the Secretary of Labor’s goal of strengthening the voice of workers on the job.
What does the new module include?
The module focuses on the importance of workers’ rights, employer responsibilities and how to file a complaint. It also includes helpful worker safety and health resources. It covers whistleblower rights, filing a complaint, a worker’s right to refuse to work because of dangerous conditions, and provides samples of a weekly fatality and catastrophe report, material data safety sheet and the OSHA Log of Work-Related Injuries and Illnesses. The module materials include an Instructor Guide, PowerPoint slides, student handouts, and participatory activities.

When does an outreach trainer have to incorporate this module into the 10- and 30-hour outreach classes?
The requirement is effective immediately. OSHA will note the requirement in the next revision of the Outreach Training Program Guidelines scheduled for October 2010.
How does the incorporation of the new module affect the training required in the 10-hour classes?
The current OSHA Outreach Training Program guidelines (February 2009) state that only one hour is mandatory on Introduction to OSHA in the 10-hour course. This new module requires an additional hour of coverage for Construction, General Industry and Maritime Outreach Training Program 10-hour classes. As a result, a trainer may eliminate one hour devoted to optional topics.
What flexibility does a trainer have in using these materials?
Trainers must follow the learning objectives and integrate all participatory activities into the training. See page i of the Instructor Guide for a list of the learning objectives. Since the module supports the Secretary of Labor’s goal of enhancing the voice of workers in their workplace it is important to engage the students in the activities and exercises, and particularly in each of the major “Workers Rights” topic discussions. A trainer may use other suitable presentation materials in their training. This would allow a trainer to add work-site photos and company-specific tailoring to the presentation. All 12 Student Handouts must be distributed, although some flexibility is allowed, as follows. Handout #1, trainers may download an updated Fatality/Catastrophe list from the OSHA website. For Handout #12, trainers may develop an alternate scenario for the activity covering filing a complaint (Handout #12a, b or c). Trainers may use their own PowerPoint Slides when conducting this training. However, the focus of the training should be on discussion and interaction, not slides. Some questions, exercises, and handouts are based on whether trainers are teaching a Construction, General Industry or Maritime outreach class. Trainers only need to use the applicable industry portion.
